An Ottawa Police Service (OPS) constable has pleaded guilty to three charges under the Police Services Act for picking up a woman while on duty more than 15 years ago, going to her home in his service car and having sex with her, CBC has learned.

Richard Lemay is expected to learn his punishment on Sept. 8 after pleading guilty at a police disciplinary hearing earlier this summer. 

The incident occurred some time between Oct. 2008 and April 2009.

OPS confirmed the charges and Lemay’s guilty plea but said in a statement it “cannot comment further” until the hearing, including on why the disciplinary hearings are being heard more than fifteen years after the incident.

The charges he pleaded guilty to include discreditable conduct for, “picking up a complainant in a marked police vehicle to drive her home,” and while on-duty and in full uniform, entering her residence and engaging in sexual activity.

He pleaded guilty to neglect of duty after failing to “work in accordance with orders, or [leaving] an area, detachment, detail or other place of duty” without permission or reason for “personal reasons.” 

The third charge was for insubordination, for failing to properly secure and maintain control of his firearm.

Lemay had been suspended for an unclear amount of time, but that ended in January.
